Nine European nations together with France are holding a summit in Belgium on Monday geared toward scaling up wind energy technology within the North Sea. France plans to put in dozens of wind generators off Dunkirk on the fringe of Belgian territorial waters, in an environmentally protected space 11.5 kilometres from the coast. Belgian authorities have denounced the undertaking.
