Based on the proof collected, “investigators developed probable cause to believe this incident was an intentional act,” the state’s freeway patrol stated Tuesday.

The driver, from Pasadena, California, was arrested on suspicion of tried homicide and little one endangerment, based on an arrest report.

The California Highway Patrol posted dramatic video of the helicopter reducing a rescuer on a cable to the crash web site whereas surf crashed in opposition to the rocks under.
