Senator Ronald “Bato” dela Rosa on Tuesday berated two Misamis Occidental cops for being insubordinate with Philippine National Police Chief Police General Benjamin Acorda Jr. throughout an operation.
During a Senate Committee on Public Order investigation into the operation wherein a suspension order was served towards Bonifacio Municipal Mayor Samson Dumanjug, Dumanjug’s lawyer, Atty. Rajane Gallego, testified that she had known as Acorda and requested the PNP chief to “pacify the situation.”
Phone in hand and with Acorda on the different finish of the road, she went to the native police station so the PNP Chief may converse with Bonifacio Police Office Chief Police Major Richel Sumagang and Mahinog Municipal Station Deputy Chief of Police Police Captain Mark Albert Bienes.
Neither would take the telephone.
Acorda confirmed this in his testimony, including that he then known as the Misamis Occidental police provincial director who knowledgeable him that not one of the cops concerned within the operation had their cell telephones as a result of these had been confiscated by the civilian head of the implementing workforce.
Dela Rosa stated that what the Misamis Occidental cops did was insubordination.
“If I had been the chief PNP tapos gano’n, hindi ako kausapin ng tao ko, lilipad ako proper there after which. Liliparin ko pupuntahan ko sa Misamis Occidental at pagsisipain ko ‘yung mga opisyal na ‘yon na ayaw ako kausapin. Nakita mo ba there’s a breakdown of self-discipline pagdating sa ganong stiwasyon? That’s insubordination plain and easy,” stated dela Rosa, a former PNP chief.
However, Bienes stated that he didn’t imagine that it was Acorda who was on the telephone at the moment.
“[Si Gallego] lang nagsabi na Chief PNP is on the line. Paano ko ma-confirm sir kung totoong si chief PNP yon, sir?” Bienes stated.
He additionally argued that whether it is actually Acorda, the PNP Chief ought to have straight known as their provincial commander.
Dela Rosa responded, “Pasensya na, but I’m very disgusted because I was once a chief PNP. Alam ko kahit na patrolman ‘yan to the three-star general, if I’m the head of the organization, lahat ‘yan sumusunod sa akin at natatakot ‘yan kung di ako kausapin. Pero kayo iniwasan niyo ang chief PNP niyo?”
