BUDAPEST — Hungarian authorities have arrested a 45-year-old Norwegian man in Budapest suspected of plotting mass killings supposed to eclipse a 2011 bloodbath by Norwegian far-right extremist Anders Behring Breivik, police stated on Tuesday.
