Voice to Parliament architect Noel Pearson has linked illiteracy charges to youth crime, warning it’s making a pipeline of younger criminals.
New testing reveals that First Nations youngsters have fallen 4 years behind their classmates, with the common Indigenous 14-year-old studying at a 10-year-old degree.
Mr Pearson says poor studying abilities contribute to them dropping out of college and forming a part of the juvenile justice system.
